Dedication day at Fort Casey on Whidbey Island on November 19th, 1968. The event commemorates the anniversary of the dedication of the Soldiers' National Cemetery in Gettysburg - the site of Abraham Lincoln's Gettysburg address. The band at the bottom of the photo is the 133rd Army Band, a part of Washington's Army National Guard. The band still exists, and plays for many similar community events. You can learn more about them here.
